Zamboanga City – Officials from Norton University in Khan Chrouy Changvar, Phnom Penh, Cambodia visited Zamboanga State College of Marine Sciences and Technology on February 16, 2026, expressing interest in its flagship courses and exploring possibilities for a long-term academic alliance.
Rector of Norton University, Prof. Chan Sok Khieng, discussed with Dr. Rocelyn Alabata, ZSCMST Vice President for Student Affairs and Services, his interest in the flagship programs being offered by the State College. In particular, Prof. Khieng mentioned the Maritime programs, for which Capt. Marnette Apit, Dean of the College of Maritime Education, provided a brief overview. Also present during the discussion were Dr. Erwin Maturan, Dean of the College of Teacher Education, and Engr. Eugene Kanindot from the Quality Assurance Office.
Norton University’s delegation consisted of other college officials, including Mr. Vath Chay, Officer-in-Charge of CAHL; Ms. Rath Davy, Head of the Business Department; and Ms. Som Sineat, Head of the Quality Assurance Unit. They were accompanied by representatives from Ateneo de Zamboanga University, as well as Ms. Lorraine Por Taing, mother of Hon. Khymer Adan Olaso. Ms. Taing Olaso, a Cambodian national, facilitated the visit to ZSCMST.
The delegation also toured selected ZSCMST facilities and expressed interest in returning to finalize possible tie-ups for academic enhancement, as well as institutional development programs.
