The Zamboanga State College of Marine Sciences and Technology (ZSCMST) welcomed Regional Director Mark Louie C. Martin of the Department of Budget and Management (DBM) together with his team for an ocular visit on August 20, 2025. The visit covered both the ZSCMST Main Campus in the morning and the Victoria Campus in the afternoon.

The purpose of the visit was to identify the needs of the college, provide recommendations, and ensure that all requirements are in place for possible inclusion in future project proposals and budget allocations.

College President Dr. Roy L. Valesco said in his speech, “Our programs are expanding, and our role as the only institution in Western Mindanao, offering specialized programs in marine studies and fisheries has become even more vital. Recently, we also revised our organizational structure in line with the revised organizational and staffing standards for SUCs. But with this growth comes challenge. Our facilities and infrastructure are struggling to keep pace… So these are not luxuries, but the necessities, if we are to provide our students with the quality education and preparation they rightfully deserve,”

Director Martin, on the other hand, stressed the importance of completing the necessary requirements to ensure ZSCMST’s proposals are prioritized. He also expressed the support of DBM to ZSCMST.

This collaborative effort shows commitment to upgrading facilities, enhancing learning environments, and ensuring that the college continues to fulfill its mandate of providing quality education.
