HIROSHIMA, JAPAN — September 11, 2026. The Zamboanga State College of Marine Sciences and Technology (ZSCMST) strengthened its international academic engagement with Hiroshima University (HU) through participation in the Hiroshima University International Summer School 2026, held from September 7–11, 2026, in Hiroshima, Japan.

Representing the College of Fisheries and Allied Sciences (CFAS) were Dr. Angelo C. Macario, Ms. Sherrah Mae A. Pinote, and Ms. Yra Jem G. Manguramas. Their participation brought together research presentation, academic exchange, institutional dialogue, and the development of concrete pathways for future collaboration.

Research Exchange: Poster Presentations and Keynote Address

The ZSCMST delegation actively contributed to the academic activities of the Summer School.

Ms. Yra Jem G. Manguramas and Ms. Sherrah Mae A. Pinote presented their research through poster presentations, providing an opportunity to share their work with participants and members of the Hiroshima University community.

Their presentations served as a platform for exchanging ideas and perspectives while showcasing the research engagement of ZSCMST in an international academic setting.

Meanwhile, Dr. Angelo C. Macario served as a keynote speaker, representing ZSCMST in the program’s academic discussions and sharing perspectives drawn from his experience in fisheries and marine-related research and higher education.

Together, the poster presentations and keynote participation highlighted the active contribution of ZSCMST faculty to international academic exchange—not merely as participants, but as researchers and educators sharing knowledge with a wider academic community.

Undergraduate Commitment Agreement Signed

A major milestone of the visit was the signing of an Undergraduate Commitment Agreement between ZSCMST and the School of Applied Biological Science, Hiroshima University.

The agreement was signed with Dr. Kazuhiko Koike, Dean of the School of Applied Biological Science, Hiroshima University, and Dr. Takeshi Tomiyama, whose continuing support has contributed to the development of academic linkages between HU and ZSCMST.

The agreement provides an initial framework for developing meaningful understanding and collaboration in undergraduate academic and research activities.

It establishes a foundation for both institutions to explore their respective academic strengths, research interests, faculty expertise, and student development opportunities, with the goal of identifying practical areas where cooperation can be developed.

The initiative may eventually support activities involving undergraduate students and faculty, including academic exchange, research engagement, learning activities, and other mutually beneficial programs.

Coordination Meeting Sets the Groundwork

To support the implementation of the developing partnership, a coordination meeting between ZSCMST and Hiroshima University representatives was also conducted during the visit.

The meeting focused on identifying the necessary requirements, documents, academic information, institutional processes, and preparations that both institutions need to undertake.

The discussion provided an opportunity to clarify the next steps and ensure that future collaborative activities and agreements are aligned with the respective institutional requirements of ZSCMST and Hiroshima University.

This preparatory work is an important part of transforming the initial commitment into actual academic and research opportunities.

Toward Graduate and University-Wide Cooperation

The undergraduate agreement is envisioned as a starting point for broader academic collaboration.

Following the initial undergraduate engagement, both institutions are looking toward the possibility of developing a Memorandum of Agreement covering graduate programs. This would expand cooperation into graduate education and research and provide a more structured basis for faculty and student engagement.

The prospective collaboration may involve appropriate graduate programs and areas of shared academic and research interest rather than being limited to a single degree program.

In the longer term, there is also potential for the relationship to develop into a broader university-to-university agreement, providing an institutional framework for cooperation across undergraduate and graduate education, research, faculty and student mobility, and other areas of mutual interest.

This progression reflects a deliberate approach to partnership-building: beginning with meaningful academic and research engagement at the undergraduate level, expanding toward graduate programs, and potentially developing into broader institutional cooperation.

A Growing Academic Bridge Between the Philippines and Japan

The five-day Hiroshima University International Summer School provided ZSCMST with an opportunity to strengthen an academic relationship that has potential to grow across multiple levels of education and research.

For the College of Fisheries and Allied Sciences, the emerging partnership is particularly relevant to its academic and research interests in fisheries, aquatic sciences, marine biodiversity, biological sciences, environmental science, and sustainable resource management.

The participation of Dr. Macario, Ms. Pinote, and Ms. Manguramas demonstrated the value of international academic engagement through different forms of contribution—from research presentations and keynote speaking to institutional discussions and partnership development.

More importantly, the signing of the Undergraduate Commitment Agreement and the subsequent coordination meeting moved the relationship toward concrete preparation for future collaboration.

As ZSCMST and Hiroshima University continue to work through the necessary requirements and explore succeeding agreements, the partnership is poised to create new opportunities for students, faculty, and researchers from both institutions.
