Reaffirming its commitment to internationalization and global academic engagement, the Zamboanga State College of Marine Sciences and Technology (ZSCMST) was represented by College President Dr. Roy L. Valesco in the 2026 Taiwan–Philippines CHED and University Presidents Education Forum and Study Visit, held from July 26 to 31, 2026 in Taiwan.

Organized by the Philippine International Talent Circulation Base (INTACT Base), led by National Chung Hsing University (NCHU) in partnership with Kun Shan University and Cheng Shiu University, the program brought together officials from the Philippine Commission on Higher Education (CHED), university presidents, and senior administrators from leading Philippine higher education institutions. The initiative aimed to strengthen Taiwan–Philippines collaboration in higher education, industry partnerships, and international talent development.

As part of the official delegation, Dr. Valesco joined institutional visits to National Taiwan University, National Chung Hsing University, National Sun Yat-sen University, Machan International Co., Ltd., CH Biotech Co., Ltd., and ASE Group. These engagements highlighted Taiwan’s strengths in research, smart agriculture, biotechnology, advanced manufacturing, semiconductor technology, and university–industry collaboration while opening avenues for future academic and research partnerships.

A key highlight of the visit was the Taiwan–Philippines Education Forum at National Sun Yat-sen University, where Philippine and Taiwanese higher education leaders exchanged ideas on international education, faculty and student mobility, collaborative research, and sustainable talent development.

Dr. Valesco’s participation underscores ZSCMST’s continued pursuit of meaningful international partnerships that expand opportunities for its students, faculty, and stakeholders. By engaging with globally recognized universities, government agencies, and industry leaders, the College further strengthens its vision of becoming a globally connected institution committed to academic excellence, innovation, and international collaboration.
